Officer Hoy is accused of not appropriately investigating a complaint reported by [REDACTED]. On November 27, 2009, [REDACTED] called dispatch and reported she found disturbing pictures on her [REDACTED] ([REDACTED]) cell phone and requested an officer respond to her residence...

In response to [REDACTED] complaint, Officer Hoy advised her that nothing could be done unless there had been sexual contact between [REDACTED] and the male. Officer Hoy made no effort to interview [REDACTED] view the photos nor did he suggest the matter should be investigated further.

Findings Conclusion

After reviewing the above information, there appears to sufficient evidence to substantiate all of the above listed potential departmental charges as well other underlying violations of the General Orders.
